STC Eligibility extends to 1 MW in October 2026

From 1 October 2026, more commercial solar projects will be eligible for Small-scale Technology Certificates (STCs), with the eligibility threshold increasing from 100 kW to 1 MW. 

For South Australian businesses, wineries, manufacturers and other high-energy users, the expansion provides larger solar installations with access to an upfront financial benefit previously limited to systems up to 100 kW. 

For businesses that have previously considered a larger commercial solar system, the changes make it worth revisiting the numbers. 

What could this mean for your business? 

STCs provide an upfront financial benefit that can help reduce the initial cost of an eligible solar installation. 

Indicative examples of the potential benefit include: 

  • 250 kW system: approximately $68,000 in upfront STC benefit* 
  • 500 kW system: approximately $136,000 in upfront STC benefit* 

For businesses that have previously considered commercial solar, particularly where energy requirements called for a system above 100 kW, the expanded eligibility makes it worth revisiting the numbers. 

Figures are indicative only. Actual STC entitlement and financial benefit will depend on factors including system eligibility, location and certificate value. 

When does the change take effect? 

The expanded eligibility applies to eligible mid-scale solar systems installed from 1 October 2026. 

The Clean Energy Regulator advises that STC applications for mid-scale systems will open in mid to late November 2026, allowing time for the required systems and processes to be implemented. Assessment of applications will begin after this time. 

How will the expanded scheme work? 

Eligible mid-scale solar systems between 100 kW and 1 MW will receive a fixed five-year deeming period. 

Businesses installing eligible systems will also need to consider whether STCs or Renewable Electricity Guarantee of Origin (REGO) certificates are the right option for their project. 

Participants can choose between: 

  • applying for the upfront financial benefit available through STCs under the SRES; or 

The two options need to be considered carefully. If STCs are claimed for an eligible mid-scale solar system, REGO certificates cannot be created for that system during the STC deeming period.
